The Coalfields Expressway Authority met at 10:00 AM on Monday, July 20, 1998, for its regular monthly meeting
PINEVILLE--The Coalfields Expressway Authority met at 10:00 AM on Monday, July 20, 1998, for its regular monthly meeting.

Chairman D. Michael Goode opened the meeting. The minutes of the June 28, 1998, meeting of the Coalfields Expressway Authority were read and approved as submitted. Chairman Goode then turned the meeting over to Richard Browning, Executive Director of the Coalfields Expressway Authority.

Mr. Browning introduced the newest member of the Coalfields Expressway Authority, Mr. Harold Hayden of Corinne, WV, to the other members of the authority. Mr. Haden replaced Mr. Jack Feller, who resigned for personal reasons.

Mr. Browning informed the members of the authority that according to WV Code, new officers for the Coalfields Expressway Authority had to be elected at this meeting. By unanimous vote, Chairman D. Michael Goode was re-elected chairman; Vice-Chairman Carl Urps was re-elected vice-chairman; and Secretary/Treasurer Sally Susman was re-elected secretary/treasurer.

Mr. Browning reported on the success of the recent trip to Washington to discuss the Coalfields Expressway project and the federal prison project at Indian Ridge Industrial Park with Senator Byrd and Congressman Rahall. Browning stated that he felt the meeting was a resounding success and that much information was shared by all parties involved and that each had a better understanding of the facts surrounding the construction of potential federal prison sites at the conclusion of the meeting.

Mr. Browning presented a fiscal year 1999 budget to the authority for approval. Browning stated that he was expecting the contract for funding from West Virginia Division of Highways at any time. The Coalfields Expressway Authority approved the budget unanimously.

Susan Stewart, administrative assistant for the authority, presented the monthly financial statement to the authority. The authority approved the report unanimously.

In other business, Browning reported that he had contacted several auditing firms to do the authority's annual audit. At the conclusion of his report, the authority members voted to award the contract to Persinger and Company, L.L.C.

Browning then reported that he had contacted Susan Riggs of the West Virginia Infrastructure & Jobs Development Council to begin the process of setting up an infrastructure planning team for the counties the Coalfields Expressway traverses. Browning reported that Ms. Riggs stated that she is in the process of contacting the county commissions for appointments to the planning teams.
