The Coalfields Expressway Authority met at 10:00 AM on Thursday, Jan. 22, 1998, for its regular monthly meeting.
Chairman D. Michael Goode opened the meeting and then turned the meeting over to Richard Browning, Executive Director of the Coalfields Expressway Authority.
Browning reported to the members of the Authority that Governor Underwood in his State of the State Address said that he had committed $5 million in state funds to build the Welch interchange of the Coalfields Expressway and the King Coal Highway. According to maps, this construction will take place on Indian Ridge, which is the border of Wyoming and McDowell Counties.
Browning reported that insurance on the Authority's property as well and fidelity bonding insurance for the members and employees had been secured from the State's Board of Risk and Insurance Management
Browning gave an update on the Hatfield-McCoy Trail Project.
Browning then called on Mr. James Colby, West Virginia Division of Highways member on the Coalfields Expressway Authority, to give an update on the public hearings which were scheduled for January, 1998. Mr. Colby stated that the hearings have been delayed because the Federal Highway Administration (FWHA) had not approved the engineering plans for the Coalfields Expressway submitted by the West Virginia Division of Highways. He stated that a meeting has been scheduled with FHWA officials on January 27, 1998.
Browning then reported on a packet of information that the Shawnee Parkway Association recently sent out to the legislators, media, and other officials in the area. After discussion, Browning was instructed to provide the legislators with a written response to the information.
Browning then reported that work on the video and brochure had not progressed since the last meeting.
Browning informed the members of his speaking engagements concerning the Coalfields Expressway Authority for the past month and ask each member to schedule future speaking engagements for him in their respective counties.
Browning informed the members that he would be going to Charleston to attend House and Senate committee meetings on matters of highway transportation.
Susan Stewart, Administrative Assistant to the Coalfields Expressway Authority, then gave a financial report covering the first two quarters of FY98.
In other business, the Authority discussed economic development projects associated with the Coalfields Expressway.
